When scope, users, asset identity, ownership or lease state, accessory expectations, timing, packaging or logistics requirements, and known exceptions are sufficiently governed for the planned handoff. Known inventory alone does not equal readiness.
Compare expected versus received identity, quantity, configuration, condition, and components. Create an attributable exception with an owner, next action, evidence, and closure state rather than burying the discrepancy in project notes.

Remote recovery requires user communication, shipping and packaging controls, local evidence, custody initiation, exception management, and timing that work without trained site operators.
Custody, receiving, security, processing, recovery, downstream outcome, settlement, and unresolved exceptions should remain visible to the appropriate stakeholders rather than disappearing behind a generic project-complete status.
